Human Capital and Training Solutions (HCaTS)

The Office of Personnel Management (OPM) and the General Services Administration (GSA) formed a partnership to jointly award and administer the HCaTS SB. This strategically sourced contract vehicle provides reliable, flexible, fast and efficient ways for federal agencies to obtain best-value, customized solutions using industry best practices.

HCaTS provides services in three key areas:

1. Customized Training and Employee Development Services
2. Customized Human Capital Strategy Services
3. Customized Organizational Performance Improvement

The Office of Management and Budget has designated HCaTS as a Best-in-Class contract that is recognized as being a “good-for-government” purchasing solution. Benefits include:

• Identifies Highest Technically Rated and Fair and Reasonable contractors that have been prescreened by human capital specialists
• Offers appropriate pricing strategies
• Allows ancillary services & other direct costs at the task order level
• Allows services for CONUS/OCONUS
• Maximizes small business utilization goals
• Uses data-driven strategies to change buying and consumption behavior (i.e., demand management)

HCaTS SB allows the maximum flexibility through the following contract/task order types:

• Fixed price
• Cost reimbursement
• Time and materials
• Labor-hour
• Hybrids of any contract/task order types

There are two ways to access HCaTS SB:

1. Direct-Buy Acquisition (by federal Contracting Officers)
2. Assisted Acquisition (full-service assistance by OPM)
