In late July, the U.S. General Services Administration (GSA) announced that Ideation, Inc., was awarded a Human Capital and Training Solutions Small Business (HCaTS SB) contract. This multiple-award, indefinite-delivery/indefinite-quantity (MA-IDIQ) contract vehicle will provide customized solutions for training and development, human capital strategy, and organizational performance improvement to all federal agencies. In a partnership, the GSA will be responsible for HCaTS contract administration and the Office of Personnel Management (OPM) will be responsible for HCaTS program management.

Competition involved 49 firms that submitted proposals for the HCaTS SB under Pool 1. Pool 1 is predominantly focused on customized training and employee development services and has a size standard of $11 million. Ideation was one of 24 firms who received a contract award.

Per OMB Memo 17-22, HCaTS has been designated as a Best-in-Class solution for human capital and training solutions. Best-In-Class contracts are recognized as being “good-for-government” purchasing solutions. HCaTS has met rigorous category management performance criteria as defined by the Office of Management and Budget. The contract vehicle provides access to highest technically rated, fair and reasonable contractors that have been prescreened by human capital specialists. With a contract base period of 5 years and a 5-year option period, HCaTS can be used for comprehensive, long-term planning and progress in carrying out solutions for human capital strategies.

Agencies can use HCaTS SB to maximize their small business utilization goals. It allows maximum flexibility for customers by allowing all contract types (including hybrid).
